Investing in leadership

The Rt Hon Gordon Brown MP, Chancellor of the Exchequer, marked the launch of the Cultural Leadership Programme at a breakfast celebration at No.11 Downing Street in June 2006.

This key support from the Government acknowledges the particular value of the cultural and creative industries within the UK economy. It is targeted to strengthen the impact of these sectors through investing in its leadership now and for the future.

the programme framework

The Cultural Leadership Programme has two overarching aims:


Creating a culture of strong leadership

The programme seeks to embed a culture of support and development for leaders in the sector, building on existing practice, addressing current gaps in provision, learning lessons from other sectors and countries, and ensuring that this initial investment delivers a sound basis for long-term change in business leadership skills development.


Diversity in leadership

Through the programme, we seek to make significant progress in enhancing the diversity of current and future leaders, with a particular focus on leaders from Black and minority ethnic backgrounds. 

To deliver these aims the Cultural Leadership Programme is targeting three areas of leadership development:


Current leaders

The programme supports the development of existing cultural leaders, ensuring they have the skills to achieve maximum impact for themselves and their organisations. The programme supports the needs of senior leaders and provides opportunities for mid-career leaders, supporting them in gaining the skills and aptitudes to progress in their careers and in widening their range of options to contribute as leaders in the cultural sector.


Future and emerging leaders

The programme promotes the development of future leaders so that they can augment existing creative ability with business and entrepreneurial skills.


Boards and trustees as cultural leaders

The programme will take steps to improve the development and training of board members and trustees of cultural and creative organisations enabling them to provide the governance, leadership and advice necessary to meet the challenges that organisations will face.

The Cultural Leadership Programme seeks to benefit the wider creative and cultural industries. The project’s primary focus is the core cultural sector under the following definitions: Crafts; Libraries & Archives; Museums & Galleries; Music; and Performing, Literary & Visual Arts. The programme seeks to benefit the wider creative and cultural sector, in areas such as advertising, design, the historic environment and other creative industry businesses. While it is not envisaged that the audio visual industry will be one of the core sectors for the programme, areas of crossover and potential benefit will be explored.

geographical spread

The project’s primary focus is England. However, partnerships and collaborative opportunities opportunities are facilitated in Northern Ireland, Scotland and Wales, ensuring that the benefits of the programme are not limited by geographic boundaries but will also take into account the potential offered by international models of best practice.

Individuals or organisations based (living) outside the European Union cannot apply to the Cultural Leadership Programme. If this applies, your application will not be eligible to be assessed.
